Predmet Orodja za nadzor kakovosti okolja je obvezni predmet doktorskega programa Ekotehnologije. Osredotoča se na orodja in postopke, ki so potrebni za razumevanje okoljskih pritiskov, zanesljivo spremljanje stanja okolja ter strokovno utemeljeno presojo okoljskih podatkov v kontekstu raziskovalnega dela in praktičnih odločitev.
V prvem delu predmet obravnava onesnaževala v okolju, njihove vire ter razumevanje in prepoznavanje onesnaževanja v biosferi, hidrosferi, litosferi in atmosferi. Posebna pozornost je namenjena prepoznavanju, karakterizaciji in obravnavi kontaminiranih območij, s poudarkom na toksičnih kemijskih elementih, naravnih in umetnih radionuklidih ter organskih onesnaževalih. Pri reševanju izbranih okoljskih problemov se obravnava tudi vloga zakonodaje in normativov, predvsem z vidika, kako se okoljski podatki uporabljajo v evropskih in mednarodnih regulatornih okvirih (npr. REACH in povezane direktive/smernice).
Drugi del je namenjen okoljskim meritvam (monitoringu): načrtovanju meritev, vzorčenju ter uvajanju bioloških in kemijskih pristopov nadzora. Obravnava se monitoring organskih in anorganskih onesnaževal v sledovih, speciacijske analize, naravnih in umetnih radionuklidov ter uporaba sledil v okolju. Poseben poudarek je na zagotavljanju kakovosti meritev in podatkov (QA/QC), vključno z obravnavo primerljivosti rezultatov in negotovosti.
Tretji del vključuje obdelavo podatkov in modeliranje kot podporo razumevanju okoljskih procesov in interpretaciji meritev. Obravnavajo se pristopi preslikave podatkov (mapiranje), kalibracija ter izbor ustreznih modelnih metod (od enostavnih do naprednejših) in optimizacijskih postopkov, pri čemer je poudarek na njihovi smiselni uporabi v okviru doktorskih projektov.
V sklopu ocen posegov v okolje predmet razvija usposobljenost za pripravo strokovnih podlag pri ocenjevanju vplivov na okolje za plane, programe in politike, s primerjavo alternativ in večparametrskim vrednotenjem. Posebej se izpostavi povezava med rezultati meritev in modelnimi ocenami ter pripravo argumentacije — torej pot od rezultatov do presoje in odločitve.
Zaključni del predmeta obravnava osnove okoljske etike ter vlogo in odgovornost strokovnjaka pri interpretaciji okoljskih podatkov in njihovem posredovanju različnim deležnikom.
Primeri in projektno delo so praviloma prilagojeni ciljem in vsebini doktorskega raziskovalnega projekta študenta, kar omogoča neposredno uporabo obravnavanih orodij v raziskovalnem in strokovnem kontekstu.
The course Tools for Environmental Quality Control is a compulsory course in the doctoral study programme Ecotechnologies. It focuses on the tools and procedures required to understand environmental pressures, to reliably monitor environmental quality, and to carry out a scientifically sound assessment of environmental data in the context of research work and practical decision-making.
In the first part, the course addresses pollutants in the environment, their sources, and the understanding and identification of pollution in the biosphere, hydrosphere, lithosphere, and atmosphere. Particular attention is given to the identification, characterisation, and treatment of contaminated sites, with emphasis on toxic chemical elements, natural and artificial radionuclides, and organic pollutants. The course also considers the role of legislation and standards, primarily from the perspective of how environmental data are used within European and international regulatory frameworks (e.g. REACH and related directives and guidelines).
The second part of the course is devoted to environmental measurements (monitoring), including the planning of measurements, sampling strategies, and the introduction of biological and chemical monitoring approaches. It covers the monitoring of organic and trace inorganic pollutants, element speciation, natural and artificial radionuclides, and the use of tracers in the environment. Particular emphasis is placed on quality assurance and quality control of measurements and data (QA/QC), including issues of comparability and uncertainty.
The third part focuses on data processing and modelling as support tools for understanding environmental processes and interpreting measurement results. Topics include data mapping approaches, calibration, and the selection of appropriate modelling methods ranging from basic to more advanced techniques, as well as optimisation procedures, with emphasis on their meaningful and critical application within doctoral research projects.
Within the framework of environmental impact assessment, the course develops competence in preparing expert input for the assessment of environmental impacts of plans, programmes, and policies. This includes the comparison of alternatives and multi-criteria evaluation, with particular attention to the link between measurement results, model-based assessments, and expert justification — that is, the process from results to assessment and decision-making.
The final part of the course introduces basic concepts of environmental ethics and addresses the role and responsibility of experts in the interpretation and communication of environmental data to different stakeholders.
Examples and project work are generally aligned with the objectives and content of each student's doctoral research project, enabling the direct application of the tools discussed in both research and professional contexts.
