Prof. Dr. Robert Blinc (1933-2011), Dean of Jožef Stefan International Postgraduate School, passed away on September 26th, 2011.

He completed his undergraduate studies in 1958 and received a PhD a year later at the Faculty of Natural Sciences and Technology in Ljubljana (FNT). After finishing his doctorate degree at the University of Ljubljana, he moved to the United States for a post doctoral research position at the Massachusetts Institute of Technology (MIT). Upon return to Slovenia, he became a research associate at the "Jožef Stefan" Institute in Ljubljana and Assistant Professor at the FNT. In 1965, he was elected Associate Professor and in 1970 Full Professor of physics at the University of Ljubljana. In 1974, he was elected Vice-Dean and in 1976 Dean of the Faculty of Natural Sciences and Technology, University of Ljubljana. He was the Dean of the Jožef Stefan International Postgraduate School ever since it was founded in 2004. Academician prof. dr. Robert Blinc was visiting professor at many renowned universities.

His research work was performed at the "Jožef Stefan" Institute. He mainly focused on the field of ferroelectrics with hydrogen bonds, liquid crystals, incommensurate systems, deuteron glasses, relaxors and magnetoelectric systems. He was one of the founders of uses of nuclear magnetic resonance for investigations of structural phase transitions and liquid crystals. The research led to the development of the tunneling model of hydrogen-bonded ferroelectrics, also known as the Blinc-De Gennes pseudospin model. He introduced the "soft-mode" theory of phase transitions in nematic and ferroelectric liquid crystals. Together with Pincus, they were the first to experimentally prove the existence of order parameter fluctuations in nematic liquid crystals by measuring the frequency dependence of nuclear spin-lattice relaxation. The mechanism is also known as the Pincus-Blinc mechanism of the spin-lattice relaxation. By means of magnetic resonance, prof. Blinc was the first one to experimentally determine the soliton density in incommensurate systems and prove the existence of phason and amplitudon excitations in incommensurate systems, which opened a whole new field of studies of nonlinear phenomena in incommensurate crystals. He showed that by using magnetic resonance, we can determine the Edwards-Anderson order parameter in deuteron glasses, as well as the distribution function of the local polarization. In these systems, spontaneous polarization, which is the first moment of the distribution function, disappears. The second moment of the distribution function of the local polarization is proportional to the Edwards-Anderson order parameter. Prof. Blinc also showed that through nuclear magnetic resonance, we can determine the Edwards-Anderson order parameter in relaxors as well. He researched many magnetoelectric systems, where spontaneous polarization and spontaneous magnetization coexist at the same time. This is not the case in classical crystals, because magnetization is an axial, while polarization is a polar vector. In addition, prof. Blinc and his coworkers are responsible for determining the nature of TDAE-C60, which has the highest magnetic transition temperature of all wholly organic magnets. Together with his coworkers, he reported on research findings in many internationally acclaimed articles.

Prof. Blinc is also the author of a recently published scientific monograph Advanced Ferroelectricity and coauthor of three books on ferroelectrics, liquid crystals and incommensurate systems. He was a member of editorial boards of several international science journals.

Academician prof. dr. Robert Blinc was awarded many national and international recognitions for his exceptional work in the field of science. In 1999, he was named “doctor honoris causa” of the University in Bucharest and in 2003, “doctor honoris causa” of the University of Ljubljana. He received the Kidrič Award for achievements in physics in 1965 and 1971, the AVNOJ award in 1978, the Science Ambassador Award in 1991, the Golden Order of Freedom of the Republic of Slovenia in 2002, the Zois Award for lifetime achievements in 2008, the International Society of Magnetic Resonance (ISMAR) Award in 1977 and the International Society of Nuclear Quadrupole Resonance Award in 2004.

Academician prof. dr. Robert Blinc was a member of the Slovenian Academy of Sciences and Arts, the Saxonian Academy of Sciences in Leipzig, the Academy of Sciences in Athens, the European Academy of Sciences and Arts (Salzburg), the European Academy (London), the Croatian Academy of Science, the Macedonian Academy of Sciences, the Polish Academy of Sciences and the International Academy of Engineering in Moscow.

Professor Blinc was the initiator and founder of the Jožef Stefan International Postgraduate School, whose mission is direct integration of research and postgraduate studies, in order to create knowledge and promote innovativeness aimed at sustainable development. This personal mission of academician prof. dr. Robert Blinc is passed on to the Jožef Stefan International Postgraduate School and will live on in generations of its students to come.

and member of the Department of Knowledge Technologies of the Jožef Stefan Institute, received an award for the best scientific contribution at a doctoral symposium of the international conference EDBT/ICDT 2011, which was held in Uppsala, Sweden, in March.
Her contribution, entitled “Regression on Evolving Multi-Relational Data Streams", presented a new method of analyzing data streams, which enables dynamic adjusting of the analytical model to the data stream and detection of complex relations among data. The doctoral symposium is part of the conference and is intended to present the ideas of students’ future doctoral dissertations and gather suggestions and opinions from their colleagues and experienced researchers. Elena’s contribution was recognized as the most promising doctoral dissertation. Congratulations!

I. THREE DOCTORAL STUDY PROGRAMMES:


1. NANOSCIENCES AND NANOTECHNOLOGIES
The progamme comprises:
-  ceramic, metalic and other nano-materials, nano-chemistry, nano-physics, nano-mechanics
-  nano-biology, structural biology, molecular biology and biochemistry
-  application of nano-systems for new materials, catalysts, electronic and computer elements, and in biotechnology, pharmaceutical technology and in environmental technology

2. INFORMATION AND COMMUNICATION TECHNOLOGIES
The progamme comprises:
-  computer structures and systems, including embedded, parallel and distributed systems
-  knowledge technologies, intelligent systems, human language technologies
-  contemporary concepts in telecommunications
-  advanced internet technologies
-  automation, robotics and biocybernetics, computer automation and control

3. ECOTECHNOLOGY
The progamme comprises:
-  sustainable development, environmental management systems, environmental control and development
-  technology management
-  development and application of clean technologies and products

Enrollment requirements:
Candidates who have graduated in:
•  the second-level study programme
•  direct master's degree study programme, if evaluated with 300 credit points
•  earlier (before Bologna declaration) study programme for the university degree are eligible for enrolment in the doctoral study programme.
 
Graduates from earlier study programmes for acquiring specialisation who have concluded professional higher education programme have to fulfil study obligations worth 30 credit points of individual research work to enrol in the third-level study programmes.
 
Graduates from earlier study programmes for acquiring the master degree or specialisation who have concluded the study programme for university degree shall be given recognition for 60 credit points worth of study obligations in the third-level doctoral study programme.

15 positions are open in each programme for each study year.

II. THREE MASTER DEGREE STUDY PROGRAMMES:

1. NANOSCIENCES AND NANOTECHNOLOGIES

Enrolment Requirements:

Eligible for enrolment in the first academic year of second-level study programmes are candidates who have graduated in the first-level study programmes in natural sciences, technical disciplines or computer science earning at least 180 credit points, or have completed higher education studies in these fields comprising at least three years of lectures. Candidates must also be proficient in English, which they can prove by language proficiency certificates.

Graduates from first-level study programmes in other disciplines, totalling 180 credit points, should address their applications to the IPS Study Commission, which defines study obligations to be met by candidates before enrolment in the first academic year. These obligations are defined from the teaching modules of the first-level study programme depending on the dissimilarity of the disciplines concerned, and total between 10 and 60 credit points. Candidates can fulfil these obligations either during their first-level degree studies, through advanced training programmes or by passing the relevant exams before enrolment in the master’s degree study programme.

Candidates who have completed first-level undergraduate study programmes, totalling 240 KT, in natural sciences, technical disciplines or computer science may enrol in the second academic year of the second-level studies and will be given recognition for 60 credit points worth of study obligations. On enrolment, their compulsory exams earning 18 to 21 credit points will be individually determined so that they can obtain knowledge and skills complementary to their previous studies.

15 positions are open in each programme for each study year.

The aim is improving knowledge transfer between research institutions and industry.

* short presentation of authors, supervisor and department.
